Funchal Approves Small Mosque Project at Praia Formosa

A four-year legal dispute between the Espaço Islâmico da Madeira and the Funchal City Council has come to a close, paving the way for a mosque at Praia Formosa. With provisional planning approved back in 2025, construction is set to begin this summer.

Legal Case by Espaço Islâmico da Madeira Ends With Approval

After a legal dispute lasting several years, the city of Funchal has finally approved the construction of the Sunni mosque at Praia Formosa. The project was led by the Espaço Islâmico da Madeira, which had challenged earlier decisions that blocked the development since it was launched in 2022.

The approval closes a long and complex process that brought attention to religious representation on the island. The project is receiving full financing by the Al-Nur Al-Mutakabbir Society, residing in Bangladesh.

“Small” Mosque Project Restricted by City Planning Conditions

The approved project is described by officials as a “small” mosque, with strict limits placed on its size and use. It will be built on part of a currently unused area near Praia Formosa, close to the paid parking lot.

City planners have placed these limits due to the sensitive nature of the location and concerns raised during the approval process. The restrictions aim to balance the needs of the Muslim community with those of nearby residents, visitors and beachgoers.

Call to Prayer Not Permitted Under Current Approval Rules

One of the most debated points in the process was the call of the muezzin. Under the approved plan, the mosque will not be allowed to publicly broadcast the call to prayer in the evenings. The Espaço Islâmico da Madeira opposed this condition during the legal process but did not succeed in changing it. The decision reflects broader concerns about noise and the public character of the surrounding area.

However, a separate area for women in the smaller side building, which was previously contested, will be permitted under the laws protecting religious freedom.

I would have hoped that women would be treated equally and have full access to all facilities. But we must also respect other religions, and in the end, that is the reality.

We all benefit from our government bringing more workers from Islamic countries, and with the poverty-level wages they earn while helping keep the island running, the least we can do is respect their traditions and places of worship - even as a woman.

Final Reassessment Scheduled for August 2029 After Project Completion

City officials stated that the project will be reviewed again in August 2029. By that time, the mosque is expected to be fully built and in use, allowing authorities to assess its impact on the local community.

This future review leaves open the possibility that some restrictions could be reconsidered, in particular if contested before a judge. For now, however, the project moves forward under the current rules, ending a controversial dispute that has lasted for many years.
