Could a surface metro - once again proposed by a political actor - connecting Santa Cruz, Caniço, and Funchal transform daily commutes, ease congestion, and significantly enhance public transport and residents’ quality of life?

José Manuel Coelho Reiterates Metro Proposal During Visit in Santa Cruz

José Manuel Coelho of the Portuguese Labor Party (PTP) in Santa Cruz, renewed his proposal for a surface metro system connecting Santa Cruz, Caniço and Funchal. The plan would allow trams to circulate every 30 minutes until midnight, modeled on urban transport systems in Porto and Vila Nova de Gaia.

Santa Cruz needs to modernize and learn from other municipalities. Caniço is a dormitory city, overcrowded and with insufficient public transport.

Candidate Criticizes Regional Government for Prioritizing Golf Courses Over Public Needs

Coelho directed strong criticism at the current regional administration, accusing it of focusing on golf course development instead of addressing residents’ transportation challenges. He argued that investment priorities have favored tourism-related projects rather than daily mobility needs.

Metro Proposal Aims to Improve Access and Quality of Life in the Municipality

The proposed surface metro would, according to Coelho, make the region more accessible, efficient and modern. The plan seeks to improve mobility between residential and commercial areas, potentially easing the traffic congestion that affects commuters between Santa Cruz, Caniço and Funchal.

Coelho described mobility as “a driving force for development,” emphasizing that public transport should serve as a foundation for economic growth and social connection. He presented the metro as a long-term investment that could redefine how citizens move across Madeira’s southern coast.
