Over 85,000 Home Renovations Completed Through National Recovery Plan
Portugal has become a leader in energy renovation, with more than 85,000 residential buildings receiving energy upgrades. This initiative, supported by the Plano de Recuperação e Resiliência (PRR), is part of the country's efforts to improve energy efficiency and combat fuel poverty. Despite this progress, over 75% of Portuguese homes still have an energy rating of C or lower, and 17.5% of the population faces challenges heating their homes.
The European Commission has highlighted these challenges, noting that Portugal’s national recovery plan has played an important role in addressing them. The PRR has funded renovations that reduce energy consumption and improve living conditions, with visible progress across the country.
45,000 Homes Upgraded, New Renewable Energy Capacity Added
The European Commission report also points to Portugal’s success in improving energy infrastructure. 45,000 homes have been upgraded, with a focus on reducing energy use and costs for families. Additionally, 45 MW of new renewable energy capacity has been added, supporting the country’s shift to a greener energy system. These efforts aim to help lower household energy bills while promoting sustainable energy production.
Portugal is consolidating its position as one of the European Union countries that is making the most use of the Resilience and Recovery Program (PRR) to ensure energy efficiency and greater resilience in the housing sector.
New National Agency Tackles Energy Poverty
To better address fuel poverty, Portugal has created a new national agency focused on monitoring energy poverty, designing public policies, and providing direct support to vulnerable households. This agency’s work is crucial for ensuring that energy transition policies are inclusive, especially for those struggling to afford heating.
The agency’s efforts complement broader European Union goals of tackling energy inequality and ensuring that disadvantaged populations are not left behind in the green transition.
100+ Energy Centers Across the Country Promote Energy Literacy
Portugal has also launched over 100 "Espaços Cidadão Energia" (Citizen Energy Spaces), which are local centers offering guidance on energy efficiency, renewable energy solutions, and energy-saving practices. These centers are spread across the country, including in the Açores and Madeira, making energy literacy and technical advice accessible to citizens in all regions.
By promoting energy education and providing technical support, these centers empower people to make informed decisions about energy use. They also help drive larger-scale renewable projects, allowing greater community involvement in Portugal’s energy transition.
A Leading Example in the European Union
The European Commission has praised Portugal as a model for the EU, particularly for how it has leveraged the PRR to improve energy efficiency and resilience in housing. Through energy renovations, support for vulnerable families, and public outreach, Portugal is setting an example for other EU nations on how to make energy transitions more inclusive and effective.
