Hikers Protest as Albuquerque Rejects Changes to Trail Access

Hikers in Madeira protest new access limits on all percursos pedestres, but President Albuquerque insists he will not reverse the legislation, saying: "they can contest as much as they want".

A group of hikers and mountain enthusiasts gathered on Sunday morning at the start of the PR2 trail in Fajã dos Cardos (Vereda do Urzal), in Curral das Freiras, to protest new access rules for Madeiran residents planned by the Madeira regional government. The PR2 trail, which links Curral das Freiras to Boaventura and Pico Ruivo, was chosen for its strong cultural and historical link to local communities.

Digital Registration Plan Criticized as Access Restriction

The planned system requires prior online registration on a the SIMPlifica platform to access trails, levadas, and footpaths across the region. Jorge Quintal, a well-known local hiker & spokesperson who organized the protest, said the rule limits residents’ rights to enjoy their natural heritage.

This is a blockage to the movement of Madeirans, it is like stopping someone from entering their own home.

Organizers Warn Platform Could Exclude Local Residents

While accepting the need for safety rules, organizers argued that the proposed model risks pushing residents aside. Quintal warned that the platform managing access could remain full for long periods.

Quintal said, adding that regular users were not consulted during the study phase. He also went on and outlined the next steps in the protest. He said he plans to launch a petition to take the issue to the Legislative Assembly of Madeira and push for political debate. Unfortunately, he wasnt positive about its outcome, saying

We’re going to create a petition, but people talk, they support it, but when it comes to showing their faces they’re afraid

President Albuquerque categorically rejects changes to the new hiking legislation

Regional President Miguel Albuquerque Rejects Any Change on 22 December 2025

Today, President Miguel Albuquerque, ruled out any retreat in this piece of legislation. Speaking during a visit to the Mega Nativity Scene in Jardim da Serra, he defended the plan.

“We will not go back. They can contest as much as they want, but the organization is for the benefit of everyone,” he said, later adding when asked about the possibility of backing down, he simply replied: "No," adding immediately: "Not a chance."
